Overview
The Indonesian government is finalizing a draft Presidential Regulation on the 2026–2029 National Artificial Intelligence Roadmap to bridge the gap between rapid technological development and institutional governance readiness.(1) This regulation acts as a single legal basis to replace the previously fragmented rules, which only referred to general laws like the ITE Law and the Personal Data Protection Law.(2) The main focus of this regulation is to build a trusted AI ecosystem by balancing innovation acceleration with technical and ethical risk mitigation, aiming to strengthen digital sovereignty and national economic competitiveness globally.(3)
The preparation of this roadmap continues from the National AI Roadmap White Paper and the AI Ethics Guideline Concept, which underwent public consultation involving 443 task force members from government, academia, and industry.(4) The implementation of this strategy focuses on strengthening digital infrastructure, integrating cross-sector data governance, and optimizing human resources as the main driver of business innovation.(5) With an emphasis on inclusivity, security, and human-centered AI, this regulation is expected to provide legal certainty for AI developers and users,(1) while ensuring the technology’s use remains aligned with Pancasila values and national interests.(3)

- Institutional Framework and Orchestration of the National AI Task Force
Pursuant to Article 9 of the Draft Presidential Regulation on the 2026–2029 National Artificial Intelligence Roadmap, the National AI Coordination Task Force is mandated to monitor, evaluate, and synchronize the implementation of the AI roadmap to prevent regulatory overlaps among institutions. The task force is led by the Minister of Communication and Digital Technology, with active participation from relevant ministries/agencies, academics, associations, and civil society to ensure multi-stakeholder collaboration. Coordination is carried out through public communication strategies, proposing solutions to technical barriers, and aligning national AI technical standards to ensure secure data interoperability across government institutions.(3)
- Accelerating Innovation through Strategic Financing and Investment
The regulation introduces innovative investment mechanisms and domestic capital empowerment to close funding gaps in early AI development. It covers revitalizing Public-Private Partnership (PPP) schemes and launching financing products such as the Sovereign AI Fund and blended financing. Implementation is led by the Daya Anagata Nusantara Investment Management Agency (Danantara) together with the Ministry of Investment and Downstreaming, involving businesses and local and global investors. The strategy requires investors to include local talent development plans in every strategic investment, establish industrial research collaboration centers, and use cross-sector open sandbox platforms for ethical and responsible technology testing.(3)
- Integration of Fast Track Programs and Digital Human Resource Transformation
The regulation directs concrete AI applications in national priority areas through the Fast Track Program, directly impacting public welfare. Key developments include food price prediction systems, multimodal data-based TB screening, and hoax detection to maintain public trust. Implementation involves cross-ministry roles, including the Ministry of Health, Ministry of Social Affairs, and Ministry of Basic Education, supported by Indonesian diaspora experts as mentors. Targets are achieved by reforming education curricula from primary to higher education with adaptive project-based learning and delivering AI-personalized skills training to equip the national workforce for future technological changes.(3)
