Overview
Presidential Regulation Number 11 of 2026 establishes the legal framework for the implementation of national hydrographic surveying and mapping in support of Indonesia’s vision of becoming a sovereign and self-reliant maritime nation.(1) This regulation mandates Pusat Hidro-Oseanografi Angkatan Laut (Pushidrosal),(2) as the national hydrographic authority, to integrate cross-sectoral data in collaboration with the Ministry of Higher Education, Science, and Technology, the Ministry of Marine Affairs and Fisheries, and Badan Riset dan Inovasi Nasional (BRIN). This initiative aim of eliminating sectoral fragmentation in national maritime research that affects food and energy security.(3)
Technological modernization is a central focus of this regulation, highlighted by the operational deployment of the new fleet vessel KRI Canopus-936 in May 2026, which features a domestic content level (KDN) exceeding 60% and dual capabilities as both a survey ship and a submarine rescue vessel.(3) The government also emphasizes strengthening human resource capacity through professional certifications based on the standards of the International Hydrographic Organization (IHO), namely Category A (senior professional level with comprehensive theoretical knowledge),(4) and Category B (technical practitioner level with a focus on practical understanding),(5) to ensure the accuracy of hydrographic products recognized globally for the benefit of the economy and marine environmental protection.(6)

- Standardization and Licensing of Hydrographic Survey Operations
This regulation requires national hydrographic surveys to be conducted through planning, implementation, and reporting stages in accordance with standards and specifications set by the IHO. Authorized entities include ministries, government agencies, local governments, private institutions, and the public, but all survey activities must involve licensed hydrographic surveyors certified by Pushidrosal. The process requires submission of planning documents detailing survey areas, methods, and personnel to Pushidrosal for validation to ensure accurate survey results for both public and military purposes.(1)
- National Hydrographic Mapping and Nautical Publication Authority
This regulation designates Pushidrosal as the sole authority responsible for the production, updating, and establishment of Indonesian Nautical Charts or Peta Laut Indonesia (PLI) and other hydrographic thematic maps. The Commander of Pushidrosal oversees the cartographic process, producing paper charts, electronic charts, and nautical publications such as tide tables and almanacs. The process integrates validated hydrographic information and supporting data from government agencies and business entities, with the final outputs submitted to the IHO as Indonesia’s official maritime data representation.(1)
- Obligation to Report Vessel Depth Recording Data
This regulation requires vessels navigating Indonesian waters to support the updating of national seabed depth data. Every ship conducting depth recordings during navigation and port calls in Indonesia is obligated to submit the recorded data to Pushidrosal. The reporting process may be carried out through electronic or non-electronic means, and the data will be used by Pushidrosal as supplementary information for national hydrographic mapping, strictly limited to navigational purposes.(1)
