Overview
To strengthen the national transportation system, the government issued Minister of Transportation Regulation No. PM 3 of 2026, amending PM 59 of 2021, to establish a reliable, orderly, and safe transportation framework.(1) The regulation emphasizes workforce standardization and professionalism by requiring formal competency recognition for workers in water transport-related services.(2) Under this regulation, businesses providing water transport-related services are now required to meet national and international competency standards to ensure safety and improve national logistics efficiency.(3)
Maritime transport is vital to Indonesia’s economic stability, distribution, and connectivity, with ports serving as key logistics hubs, whose efficiency depends on cargo handling performance, including stevedoring, cargodoring, and receiving/delivery activities.(3) However, high logistics traffic requires strong infrastructure and supporting facilities to ensure smooth distribution.(4) Across various ports, inadequate integration allows natural conditions, equipment failures, and land transport disruptions to impact the supply chain.(3)

- Competency Standardization and Certification for Port Cargo Handling Workers
Article 3A of Minister of Transportation Regulation No. PM 3 of 2026 requires formal competency recognition for all port cargo handling workers. Each worker must prove their qualifications through a competency certificate, training certificate, or proof of work experience. Competency certificates must be validated in accordance with applicable regulations, while proof of work experience is only valid for two years and may only be used at local or regional feeder ports.(1)
- Company Responsibility for Workforce Capacity Building
The government requires service providers to proactively improve workforce quality to address low discipline and limited understanding of work procedures. This obligation applies to TKBM service providers and other related service companies operating in Indonesian waters. Companies are also required to cover all costs for training and workforce development.(1)
- Regulation of Certification and Training Institutions
This regulation standardizes authorized institutions to ensure transparent and technically compliant competency assessments. Professional Certification Bodies or Lembaga Sertifikasi Profesional (LSP) and training institutions established by the central or regional government, or Indonesian legal entities, are authorized to issue training and competency certificates. These institutions must obtain the Director General’s approval after meeting requirements on facilities, instructors, and curriculum, and must report assessment results within 30 days after completion.(1)
- Operational Legality and Business Cooperation Framework
This regulation strengthens the operational cooperation framework in cargo handling activities to ensure effective coordination between port authorities and business actors. It applies to Cargo Handling Companies or Perusahaan Bongkar Muat (PBM), National Sea Transportation Companies, and concession-holding Port Business Entities or Badan Usaha Pelabuhan (BUP). PBM are required to cooperate with Port Operators or BUP when conducting activities at multipurpose and conventional terminals.(1)
