Overview
Minister of Marine Affairs and Fisheries Regulation No. 2 of 2026 was enacted to promote the empowerment of Micro, Small, and Medium Enterprises (MSMEs) in the marine and fisheries sector, enabling them to “scale up” through structured processes of mapping, mentoring, and assessment. This regulation covers three main business areas consisting of marine space management such as salt farmers, bio pharmacy, and marine tourism, as well as fishing and aquaculture, and the processing and marketing of fishery products.(1) The urgency of this regulation is based on the fact that most coastal business actors still rely on traditional systems, with limited management literacy, inadequate financial record-keeping, and low environmental awareness.(2) Through the integration of national standards, this regulation aims to create a business ecosystem that is more professional, globally competitive, and sustainable.(1)
Key Highlights
- Standardized Mapping and Grading System
Article 12 of this regulation introduces a standardized mapping and grading system for MSMEs based on production data, business scale such as capital or sales, and initial assessments covering legal, operational, financial, HR, and marketing aspects, carried out by certified civil servants acting as curators under the coordination of the Ministry of Marine Affairs and Fisheries, using a scoring system of up to 100 points to classify businesses from micro level 1 to pre-large enterprises, which serves as the basis for determining the appropriate support needed for gradual and measurable growth.(1)
- Comprehensive and Integrated Business Assistance
This regulation provides integrated business support and technical assistance to enhance MSMEs’ operational capacity and market competitiveness, implemented in collaboration with relevant stakeholders, including fisheries extension officers and regional authorities, through facilitation of certifications (such as NIB, export, and quality standards), technology transfer, packaging design, financial literacy, digital marketing, and sustainable raw material provision.
- Facilitating Access to Financing and Capital Strengthening
This regulation provides support to improve financial literacy and expand MSMEs’ access to various financing schemes for working capital and investment,(1) through assistance in preparing financing proposals, facilitating access to credit programs such as Kredit Usaha Rakyat (KUR) for production assets, and aligning business licensing data such as NIB with financial institutions’ requirements.(3)
