Overview
The Minister of Communication and Digital Affairs has issued Ministerial Decree No. 228 of 2026, which establishes the results of the 2025 National Digital Transformation Index (ITDN) measurement, encompassing data from 2023-2034. The ITDN serves as a national strategic instrument for assessing and mapping digital transformation across Indonesia’s 38 provinces based on four pillars: infrastructure, government, economy, and society.(1)
The measurement serves as a key performance indicator and a basis for evidence-based policymaking,(2) enabling government institutions to evaluate the achievement of the RPJMN and prepare planning documents, including the Government Work Plan or Rencana Kerja Pemerintah (RKP), Strategic Plans or Rencana Strategis (Renstra), and Regional Medium-Term Development Plans or Rencana Pembangunan Jangka Menengah Daerah (RPJMD),(3) thereby ensuring alignment in development planning from the national to the regional level.(1)
The latest data shows that the national score reached 55.52 in 2024,(1) with the Government and Digital Infrastructure pillars becoming the main drivers of progress. However, the national average score has historically remained within the , reflecting disparities between Java and eastern Indonesia.(2)

2025 ITDN Measurement Results Serve as a Basis for National Planning
The ITDN uses 65 comprehensive indicators to measure the level of digital transformation across all provinces in Indonesia.(1) The Minister of Communication and Digital Affairs directs all government institutions to use the ITDN measurement results as a reliable data source for developing responsive policies, evaluating the National Medium-Term Development Plan or Rencana Pembangunan Jangka Menengah Nasional (RPJMN), and preparing regional development planning documents. The ITDN measurement is conducted periodically using a methodology that integrates primary and secondary data across four main pillars. Moreover, this measurement objectively assesses the stages of digital transformation, from building the foundation and technology adoption to accelerating innovation.(1)
Regional Digital Acceleration through the Big Movers Group
The ITDN data identifies significant improvements in digital capacity outside Java, particularly in the regions of Nusa Tenggara, Sulawesi, Kalimantan, Maluku, and Papua. These regions are recognized as the Big Movers group, recording score increases of 5 to 9 points. Through affirmative programs, the Government seeks to further accelerate this progress by expanding access to basic digital infrastructure. Currently, the national 4G network covers approximately 97% of the country. This regional evaluation enables local governments to understand their respective positions, allowing future policy interventions to focus on improving service quality and promoting more inclusive digital economy productivity.(1)
The Government emphasizes that the success of digital transformation within the bureaucracy should be measured by the effectiveness of solutions in addressing public issues, rather than merely by the number of applications developed.(3) The Ministry of Communication and Digital Affairs collaborates with Chief Information Officers (CIOs) across sectors to integrate technology into business decision-making and public service delivery.(4) This implementation is carried out by strengthening the digital mindset of government officials and enhancing strategic capabilities in managing cybersecurity, data governance, and artificial intelligence (AI) to create a simpler and more responsive bureaucracy.(3)
